Lucie Bourthoumieux Gacha
Lucie Bourthoumieux–Gacha is a corporate lawyer and strategic advisor to Heads of States with extensive expertise in international law, infrastructure financing, and economic development initiatives.
Earlier in her career, she provided advisory services on the financing and structuring of major infrastructure projects. In this role, she contributed to the structuring and financing of large-scale construction initiatives, including a bridge project designed to enhance regional connectivity and economic welfare. She also participated in drafting master plans and financial strategies for infrastructure development.
Her professional experience further includes serving as a Senior Legal Counselor to governments on international criminal and business law, as well as regulatory compliance matters.
She also played a key role in engineering the structure for an Information and Communication Technology Free Trade Zone. This work included drafting the legislation establishing the zone and coordinating international financing mechanisms. Her efforts contributed to securing foreign financial partnerships, notably with the Export-Import Bank of India.
A strategist by conviction, she strongly believes that fair economic cooperation can help prevent and resolve conflicts, including complex border and maritime disputes. She actively promoted this perspective during two years as a speaker at Oil & Gas conferences organized by the United Nations. During these engagements, she advocated for the implementation of Joint Development Zones (JDZ) between states as instruments of economic collaboration and peacebuilding. In recognition of her expertise, she has had the privilege of advising several Heads of State on maritime conflict resolution strategies.
Lucie Bourthoumieux was admitted to the Paris Bar in 1999. She earned postgraduate Master’s degrees (DEA) in Obligations and Private Law from University Paris XII, where her thesis focused on the history of European financial markets. She previously completed a Master of Law in Corporate and Business Law from the same university. In addition, she studied Economics and Finance at Sciences Po Paris and pursued studies in Arts at the École du Louvre in Paris.
Beyond her legal and strategic work, Lucie is a passionate golfer. She has leveraged the values of the game of golf to promote investment and improve business environments by organizing and financing professional golf competitions worldwide, notably in Dubai and Equatorial Guinea. She is also a grateful mother of three children.
