H.E. Cecilia Attard-Pirotta
She was career diplomat and trailblazer leader with many firsts to her credit, Cecilia Attard-Pirotta joined the Ministry for Foreign Affairs, Malta in 1983. Throughout her 38-year career Ambassador Attard-Pirotta has managed Malta ́s relations with a number of countries from all regions around the World, working on Mediterranean, European Union and Commonwealth issues, as well as focusing on specific thematic subjects, such as trade, the environment and development issues.
Ambassador Attard-Pirotta has seen and participated in the transformations that swept the European Continent towards the end of the last Century, having had the good fortune to work as Malta’s Representative with the Organization of Security and Co-operation in Europe, just as the Cold War came to an end. She was also fortunate to have had the opportunity to be part of transformation that Malta had to go through as a result of its membership of the European Union.
Over the years Ambassador Attard-Pirotta occupied a number of senior positions within the Ministry for Foreign Affairs; between 1999 and 2002 she served as Director, responsible for Bilateral Relations, and was also involved in the EU-Malta Screening Process, as Malta prepared to join the European Union.
She was subsequently appointed Ambassador to Spain, becoming the first woman to be appointed as a bilateral ambassador resident overseas, presenting her Credentials to King Juan Carlos I – a post she held until June 2004. In July of that year she was appointed Permanent Secretary within the Ministry for Foreign Affairs and Investment Promotion, becoming the First Woman in Malta’s Civil Service to occupy such a post. Heading the Ministry of Foreign Affairs for six years provided her with the challenging task of matching policy skills and orientations with the administrative and organisational requirements.
In 2010 Ambassador Attard-Pirotta was appointed Deputy Secretary General of the Union for the Mediterranean, which has its seat in Barcelona, responsible for Social and Civil Affairs, an assignment that exposed her to the mechanics of institution building in a multilateral and multi-cultural context. Over this three-year assignment, she worked on projects for underprivileged girls, focusing on education, decent work, reducing youth unemployment and improving the status of women and children. In January 2016 Ambassador Attard-Pirotta was appointed resident Ambassador to the State of Israel, presenting her Credentials to President Reuven Rivlin in February 2016 – a post she held until July 2020. Like any other diplomat, Ambassador Attard-Pirotta has had to deal with a number of difficult situations, including affording assistance to Maltese nationals who found themselves in distress.
Upon her return to Malta in August 2020, Ambassador Attard-Pirotta was appointed Malta’s first Ambassador for Women, Peace and Security (WPS), as envisaged in Malta’s National Action Plan on the Implementation UNSCR 1325 (2000), launched in October 2020. Ambassador Attard-Pirotta will be responsible for the promotion and implementation of the objectives of this Resolution – via support activities, diplomatic advocacy and policymaking across the interrelated areas of peace, security and development. Ambassador Attard-Pirotta is a founding member of the Mediterranean Women Mediators Network, efforts Cross (Großes Verdienstkreuz mit Stern); Great Cross with Star, Knight Commander’s which aims at fulfilling the need to increase the number of women involved in peace-making and at facilitating the appointment of high-level women mediators at local and international level.
She is also an alumna of the International Visitor Programme of the United States Department of State, ‘Foreign Policy Decision Making Processes’, 2001 Throughout her diplomatic career, Cecilia Attard-Pirotta has been awarded various decorations from Foreign Governments, including, Grand Commander of the Order of Merit of the Republic of Cyprus, Grande Ufficiale della Repubblic Italiana, Encomienda de Numero de la Orden del Merito Civil de Espana, Grande Oficial da Republica Portuguesa, as well as with the Federal Republic of Germany. She also holds the title of Halconero de Merito, Real Gremio de Halconeros de Espana (Royal Falconer Guild, Spain).
