Catarina Fonseca

She is an economist with a doctoral degree in water sciences, she has over 20 years of experience in the water and sanitation sector. She is an advocate that everyone, everywhere has the right to clean water and the dignity to access sanitary and hygienic facilities. Dr. Fonseca has pioneered sector development on the understanding of life-cycle costs and financing.

She was the WASHCost Director (2008-2013), a large-scale initiative to identify the long-term costs of sustaining rural and peri-urban water and sanitation services.She has been part of the IRC management team and managed the International and Innovation programme from 2012-2019.

Dr. Fonseca was the Director of Watershed, a strategic programme (2016-2020) to strengthen the ability of citizens to hold governments and service providers accountable for the services they deliver. Carrying out institutional and financial assessments at international, national and local level for delivering sustainable services is at the core of her work.

She advises and trains a range of clients from governments to civil society, bilateral agencies, development banks and other international organisations. She is an Associate of IRC and a senior advisor on finance for Sanitation and Water for All. In 2019 she created her own company, Pulsing Tide. A dear Soul Sister with great expertise across countries and continents, her work deeply touches all.
